Ấn-độ từ lâu đã hãnh-diện là một nước độc-lập, và không đứ́ng về phe nào trên thế-giới.

Nhưng cuộc xâm-lăng của Nga vào Ukraine năm 2022, đặt chính sách "Phi Liên Kết" của Ấn-Độ bị đặt dưới ánh đèn pha.

Các nước Tây phương hy vọng Ấn sẽ đứng về phía Ukraine, và kết án Nga; nhất là khi Ấn-độ vừa tham gia vào liên minh QUAD gồm các nước thuộc vùng Indo-Pacific.

Nhưng Ấn không làm thế.

a/ Ấn không bỏ phiếu 2 lần ở Liên-Hiệp Quốc kết án Nga.

b/ Ấn vẫn giao thương với Nga, mua dầu thô của Nga.

c/ Thảo luận với Nga để không phải dùng đồng Dollar.

Phụ thuộc vào Nga?

Khoảng 97 % các xe tăng của Ấn, 100 % cơ giới quân sự, 67 % tàu ngầm, 68 % hoả-tiễn chống tàu trên các tàu chiến và 97 % phi cơ chiến đấu là sản-phẩm của Nga (Liên Bang Sô Viết cũ).

Ngay cả hoả tiễn bình phi (cruise missile) BrahMos cũng đồng nghiên cứu với Nga.

Yếu tố Tàu đỏ

Trong suốt  6 thập niên, Ấn và Tàu đều muốn giành ảnh hưởng ở Á-châu, không kể sự xích mich trên 3,488 cây số biên-giới trên rặng Hy-Mã-Lạp-Sơn. trong chuyện xích mích này 40 lính Tàu, và 96 lính Ấn thiệt mạng.

Hơn nữa, Lãnh đạo Ấn còn nghĩ Nga có thể đóng một vai trò trong hữu ích sự tranh chấp này.

Những Đồng minh Tây phương không đáng tin

Mặc dù quan hệ thân-thiện Ấn, Nga trong năm 1962, khi sảy ra chiến-tranh với Tàu, Nga không hề giúp Ấn. Sau cùng Mỹ đã giúp Ấn.

Về phương-diện chiến lược, Ấn không muốn bị coi là một nước đàn em của phương tây. Ân có thể bắn tiếng là mình có một nước khác bên cạnh: Nga.

Hơn nữa Ấn nghĩ rằng Tây phương cần họ hơn là họ cần Tây phương.

Sự xa rời chiến lược

Chính-sách phi liên-kết của Ấn đã có kết quả tốt đẹp. Ấn có nguồn dầu thô giá rẻ từ Nga, chưa kể thêm: dầu ăn, dầu hoa hướng dương, và những thứ cần thiết khác.

Bộ-trưởng ngoại giao Sergey Lavrov cám ơn Ấn khi viếng thăm năm 2022,

Trong khi ấy sự thân thiện Ấn Nga đã làm cho Tàu giảm bớt khí thế trong cuộc chín biên-giới ở Hy-Mã-Lạp-Sơn.

Đối với tây-phương, tuy bực tức, nhưng không ai nghĩ tới chuyện trường phạt Ấn.

B/ The Indo-Pacific Economic Framework: What it is — and why it matters

1- Seen as a means to counter China in the region, it is a U.S.-led framework for participating countries to solidify their relationships and engage in crucial economic and trade matters in the region.

2- The Indo-Pacific Economic Framework is not a free trade agreement. No market access or tariff reductions have been outlined, although experts say it can pave the way for future trade deals.

3- Analysts and observers say the IPEF deal lacks “teeth” and is more symbolic than it is effective or real policy.

Rút kinh-nghiệm từ hai thế-chiến, Tàu đỏ đang đi những bước chân nhỏ mong không ai chú ý tới hành động của mình. Tàu đỏ có mối lo làm sao có đủ lương thực nuôi hơn 7.4 tỷ dân. Họ đang mở rộng quan-hệ mong không ai để ý tới. Họ lần mò tới tận Nam bán cầu, gần Úc châu.

- Tàu đỏ muốn huấn luyện cảnh-sát, để lo an-ninh "truyền-thống và không truyền-thống", cũng như mở rộng sự hợp tác thi hành luật.

Phát ngôn viên Ned Price của bộ Ngoại-giao Mỹ tỏ ý quan ngại về ý đồ của Bắc-kinh. Họ sẽ dùng thoả ước mới này để lũng đoạn các tiểu quốc trong vùng, và làm lệch cán cân trong vùng.

Price cảnh báo Tàu đỏ thường ký những hiệp ước không rõ ràng về nhiều lãnh vực như Đanh cá, quản trị tài nguyên, mở mang, hỗ-trợ khai-thác cũng như về an-ninh.

Tàu gởi các viên chức lo về an-ninh tởi khu vực.

Wang Yi  đang viếng 7 nước trong vùng là: Solomon Islands, Kiribati, Samoa, Fiji, Tonga, Vanuatu and Papua New Guinea trong cái gọi là "Viễn kiến Mở mang" .

Ông ta cũng thảo luận trực tuyến với 3 nước còn lại: Cook Islands, Niue và The Federated States of Micronesia.

TT Panuelo cũng nhấn mạnh thoả ước sẽ giúp Tàu thủ đắc, kiểm-soát việc đanh cá cũng như hệ thống viễn liên. Tàu có thể đọc được các thư điện tử, nghe lé các cuộc nói chuyện.

Cũng như những tiểu quốc trong vùng, Micronesia đang bị lôi kéo giữa hai đại cường có quyền lợi đối nghịch nhau Mỹ, va Tàu đỏ.

Micronesia có liên lạc mật thiết với Hoa-Thịnh-Đốn qua "Compact of Free Association"; nhưng cũng có một thư của TT Panuelo gởi Tàu đỏ “Great Friendship”.

The Solomon Islands, a nation of hundreds of islands in the South Pacific, has many WWII-era sites. Guadalcanal, a province and one of the archipelago’s largest islands, honors fallen Allied soldiers at its U.S. War Memorial. Guadalcanal is also home to the nation’s capital, Honiara, whose bustling Central Market showcases the islands’ produce and traditional handicrafts.



Kiribati, officially the Republic of Kiribati, is an island country in the central Pacific Ocean. The permanent population is over 119,000, more than half of whom live on Tarawa atoll. The state comprises 32 atolls and one remote raised coral island, Banaba.


Samoa, officially the Independent State of Samoa and until 1997 known as Western Samoa, is a Polynesian island country consisting of two main islands; two smaller, inhabited islands; and several smaller, uninhabited islands, including the Aleipata Islands.


Fiji, a country in the South Pacific, is an archipelago of more than 300 islands. It's famed for rugged landscapes, palm-lined beaches and coral reefs with clear lagoons. Its major islands, Viti Levu and Vanua Levu, contain most of the population. Viti Levu is home to the capital, Suva, a port city with British colonial architecture. The Fiji Museum, in the Victorian-era Thurston Gardens, has ethnographic exhibits.



Tonga is a Polynesian kingdom of more than 170 South Pacific islands, many uninhabited, most lined in white beaches and coral reefs and covered with tropical rainforest. The main island, Tongatapu, is protected by lagoons and limestone cliffs. It’s home to the rural capital of Nuku'alofa, as well as beach resorts, plantations and the Ha'amonga ʻa Maui, a monumental coral gate from the 1200s.


Vanuatu is a South Pacific Ocean nation made up of roughly 80 islands that stretch 1,300 kilometers. The islands offer scuba diving at coral reefs, underwater caverns and wrecks such as the WWII-era troopship SS President Coolidge. Harborside Port Vila, the nation’s capital and economic center, is on the island of Efate. The city is home to the Vanuatu National Museum, which explores the nation’s Melanesian culture.



Papua New Guinea, in the southwestern Pacific, encompasses the eastern half of New Guinea and its offshore islands. A country of immense cultural and biological diversity, it’s known for its beaches and coral reefs. Inland are active volcanoes, granite Mt. Wilhelm, dense rainforest and hiking routes like the Kokoda Trail. There are also traditional tribal villages, many with their own languages.

The Cook Islands is a nation in the South Pacific, with political links to New Zealand. Its 15 islands are scattered over a vast area. The largest island, Rarotonga, is home to rugged mountains and Avarua, the national capital. To the north, Aitutaki Island has a vast lagoon encircled by coral reefs and small, sandy islets. The country is renowned for its many snorkeling and scuba-diving sites


Niue is a small island nation in the South Pacific Ocean. It’s known for its limestone cliffs and coral-reef dive sites. Migrating whales swim in Niue's waters between July and October. In the southeast is the Huvalu Forest Conservation Area, where trails through fossilized coral forests lead to the Togo and Vaikona chasms. The northwest is home to the rock pools of Avaiki Cave and the naturally formed Talava Arches.


The Federated States of Micronesia is a country spread across the western Pacific Ocean comprising more than 600 islands. Micronesia is made up of 4 island states: Pohnpei, Kosrae, Chuuk and Yap. The country is known for palm-shaded beaches, wreck-filled dives and ancient ruins, including Nan Madol, sunken basalt temples and burial vaults that extend out of a lagoon on Pohnpei.
